The Village has a "Code of the Village of Montour Falls" which is available here and at the Village Clerk's Office for review. The code covers all laws and ordinances in effect in the Village.
ANIMAL CONTROL The animal regulations prohibit any person who owns or has charge of a dog or cat to allow it to become an annoyance to others. Dogs must remain in control of a responsible person while off the owner's property. Pet owners are asked to be considerate of others and must clean up behind your animal when walking. Violations may be reported to the Schuyler County Sheriff.
BRUSH & YARD WASTE PICKUP/ DROP OFF The Village provides brush/yard waste pickup generally once/week. Yard waste should be placed in a container or use biodegradable bags (available from the village) and brush neatly stacked at the curb, not in the street. Residents are asked not to mow grass into the street. During fall leaf collection, it is not necessary to place leaves in bags, they can instead be raked to the curb for pickup by the leaf machine.
Residents may also drop off Yard waste including large branches at 388 N L'Hommedieu Street. Please place in the designated composting piles.
BUILDING & ZONING PERMITS Permits must be obtained and in many cases improvements and changes in use (i.e. Commercial use converted to Residential use) are subject to a Site Plan Approval. Property owners should contact the Code Officer if you are making repairs, alterations, new construction, additions, demolition, swimming pool installation, placement of storage sheds, fences, change in use, etc.
OPEN BURNING LAW A state law prohibits open burning. This would include burn barrels. Violations of this law should be reported to the Schuyler County Sheriff at (607) 535-8222.
PROPERTY MAINTENANCE The Village Board plans to pursue a more aggressive approach toward achieving compliance with property maintenance. Regulations to safeguard against blight and to preserve property values and community standards exist and will again be considered a top priority in the upcoming year. A new rental inspection law was adopted in 2012 that requires inspections of any units offered for rent. Property owners must have a registration for rental units on file with the Village Clerk. Inspections can be scheduled through this website or through the Village Clerk's Office. Property owners are responsible for timely removal of snow/ice from sidewalks/pathways during winter months, lawn maintenance in the summer, as well as routine maintenance to sidewalks. The Village asks that property owners ensure that fire hydrants are not covered or surrounded by snow at any time.
RECYCLING Monthly residential and commercial recycling pickup is on the first Tuesday of each month. Recyclables do not need to be sorted; they must be clean and placed in your container at the curb by 6:00a.m. the morning of pickup. The contractors will pick up only once on each street.
STREET LIGHTS Street lights throughout the Village are owned and maintained by NYSEG. When the Village receives a report of a street light outage, we immediately report it to NYSEG. Please keep in mind, we have no control of when the light is repaired. If you would like to report an issue with a street light, please contact us using the button below.
WATER & SEWER BILLING Water and Sewer services are billed on a bi-monthly basis for all residential users, and on a monthly basis for all commercial users. The bill is always due on the 14th of the month, or the following business day if the 14th falls on a weekend or a holiday. A 10% penalty will be added if the bill is not paid in full before the due date. If you are buying or selling a property please contact us to do a final bill and to give us the new billing information.
Rental Properties: the water and sewer bill must remain in the name of the owner for all rental properties. The owner is ultimately responsible for the payment of the bill, no matter what your rental/lease agreement states. Tenants may make payments on the bills, and can receive a copy of the bill if requested.
WEDDINGS AT THE FALLS We do allow for people to hold wedding ceremonies at She-Qua-Ga Falls. There is no charge to hold a ceremony at the falls, but please keep in mind that since it is a public park, it is still open to the public and will not be closed off for the ceremony. There is no electric available. We ask that you use a minimal amount of chairs, preferably only enough for people that can't stand for long periods of time, and they must be set up and taken down immediately before and immediately after the ceremony. No tents, awnings, shelters, etc. of any kind are permitted. Please contact the Village Clerk's Office with your ceremony info if interested.
VILLAGE BOARD MEETINGS The Village Board of Trustees regular meetings are held on the first and third Thursday of each month at 7:00p.m. in the Village Hall. The meetings are open to the public. Last minute changes to the regular meeting schedule will be posted on this website, the Village Facebook page and at the Montour Post Office and the Village Hall.
